| Abstract: | [cat] Les juntes locals d'Instrucció Pública es van implantar a Espanya el 1825 amb el nom de “Juntes del Poble”. L’any 1857, amb l’aparició de la Llei Moyano d’instrucció pública, es van regular aquestes juntes (i també les provincials), com a mostra de la importància que se'ls concedia des de l'Administració de l'Estat. Les juntes estaven compostes per l'alcalde, com a president, un regidor, un eclesiàstic elegit pel diocesà i tres o més pares de família. Les seves atribucions en relació amb les escoles establertes al municipi respectiu eren les mateixes que les de la Junta Provincial d'Instrucció Pública respecte a la totalitat d'establiments d'ensenyament de la província. S’havien d'encarregar de la vigilància i el règim administratiu de les escoles primàries, així com del foment i la protecció de la cultura popular. En definitiva, havien de vetllar pel compliment de l'horari escolar per part del professorat i de l'alumnat, controlar els inventaris escolars sobretot quan es produïen els canvis de mestres, registrar qualsevol irregularitat que es produís respecte als docents, atendre les queixes i reclamacions dels ensenyants, supervisar la conservació i la reparació de les escoles, procurar que l'ensenyament tengués un caràcter patriòtic i d'inculcació de preceptes morals. En aquesta comunicació volem fer un estudi sobre el funcionament de la Junta Local d’Instrucció Pública d’Inca entre el mes d’octubre de 1891 i el mes de maig de 1912. La composició de la Junta durant el període esmentat, les sessions celebrades cada un dels anys, les principals decisions preses, els problemes educatius exposats o detectats... seran els principals elements d’aquest estudi, que ens ajudarà a entendre aspectes de la història de l’educació a la ciutat d’Inca de finals del segle XIX i principis dels XX. ; [eng] The Local Boards of Public Instruction were established in Spain in 1825 under the name “Juntes del Poble”. In 1857, with the approval of the "Moyano" Public Instruction Law , these boards (and also the provincial ones) were regulated as a sign of the importance given to them by the Public State Administration. The boards were composed by the mayor, as president; a councillor, an ecclesiastic elected by the Diocesan, and three or more family men. Its competences at the schools established in each municipality were the same as those of the Provincial Board of Public Instruction from all educational establishments in the province. They had to be in charge the monitoring and the administrative regime of primary schools, as well as the promotion and protection of popular culture. In short, they had to ensure that teachers and students follow the school schedule, control school inventories -especially when teachers change-, register any irregularities that occur with regard to teachers, attend to complaints and claims of teachers, supervise the conservation and repair of schools, ensure that education has a patriotic character and the inculcation of moral precepts. In this communication, we pretend to carry out a study on the operation of the Local Board of Public Instruction in Inca between October 1891 and May 1912. The composition of the board during the mentioned period, the sessions held each of the years, the main decisions taken, the educational problems identified or detected will be the main elements of this study that will help us to understand those issues of the history of education in the Inca city at the end of the 19th and early 20th century. |
